National Institute of Technology, Arunachal inaugurated at Yupia

ITANAGAR, Aug 18: Nation Institute of Technology Arunachal was formally inaugurated today by the Arunachal Pradesh Governor Gen JJ Singh at Yupia today.
Speaking on the historical occasion, Gen Singh said that with the start of the Institution, Arunachal Pradesh has taken a giant leap towards human resources development.
“We aim to build human resource with sound footing on basic engineering principles, technical and managerial skills. Along with innovative research capabilities and exemplary professional conduct, I am sure, the alumni of this Institute will lead and use technology for the progress of mankind and also adapt themselves to changing technological environment with the highest ethical values” he said.
Referring to former President of India Dr. A.P.J. Abdul Kalam’s speech at the 2nd Convocation of NERIST at Nirjuli, who stated that the fruits of economic development should translate into better income and quality of life for the people for promoting Inclusive growth and also dwelt on the need to implement the PURA model (Providing Urban amenities in Rural Areas) in the North East for empowering the rural community, Governor urged upon the students to address need of the region through their technical expertise. Expressing his gratitude towards the faculty members, Gen Singh pleaded them to nurture the Institution as their own baby. “We would like to see that our children benefit from this Institute. I am confident that with the concerted efforts of the management, faculty, staff and students, NIT Arunachal Pradesh will scale new heights of excellence in the years to come and come up to the aspiration of the people, he added.
Education Minister Bosiram Siram in his address termed the day as important in the history of the State and education. He hoped that NIT will contribute towards the development of the State in bigger way.
Parliamentary Secretary Nabum Rebia said, we are proud to have the NIT at Yupia, even it is on a temporary site. As the local MLA, I assured you my personal attention to the needs of this institution, he added.
Education Commissioner Hage Khoda termed the establishment of NIT as new chapter in technical education in the State and hoped that it will fulfill the technical human resources required in the region.
State Higher and Technical Education Director, Dr. Joram Begi in his address said, long cherish dream of the Arunachalees has been fulfilled today. Highlighting on the effort in getting the NIT for the State, Dr. Begi expressed his hope that it will address the need of engineering college in the State and put hold to large numbers of students going out to pursue engineering outside the State. While extending his gratitude towards the Papum Pare district administration, Urban Development, Industries and School Education and also the Planning and Finance departments in the setting up the temporary site for the Institution, he informed that 300 (Three Hundred) crore rupees have been earmarked for the permanent infrastructure.
Durgapur NIT Director Prof. S. Bhattacharya said with the establishment of NIT Arunachal Pradesh will change the entire region in a big way while adding that the Ministry of Human Resources Development is looking forward to the institution as benchmark for future NITs.
Prof. Bhattacharya, who is also Mentor Director of the Institution urged upon the students to take up as a challenge to the initial shortcomings in terms of infrastructure and other problems.

Tension continues at Russa villages while Kimin-
ITANAGAR, Aug 18: Even as a high level delegation of Assam and Arunachal are scheduled to meet on Thursday, Russa villages of Kanubari subdivision in Tirap continues to be tensed.
The tension in Russa villages could have been avoided had the state government and district administration acted on time. According to reliable information, the villagers had intimated the state authorities after Assam government agencies had started bringing in construction material in the area in June this year. Except for a letter by Commissioner Home Arunachal to Commissioner Border management Assam on July 29, there were no other steps taken by the Arunachal authorities to avoid the confrontation.
Only after the situation took a turn for worse on the eve of Independence Day, additional Police deployments were made. The ugly confrontation and firing had led to injury of one man .
At Simhokho, on Aug 14, some people had damaged Assam police barracks, one an old and abandoned and the other still under construction within the Arunachal territory. Later the villagers are reported to have demolished two IAY buildings constructed by Assam.
Even as the tension is mounting after altercation between the Assam Police and local people of the area, the Deputy Commissioner Tirap W Lowang is yet to visit the area and its people.

The member of All Kimin Youth Welfare Association (AKYWA) which had accompanied the visiting team, later organized meeting where villagers informed about frequent eviction carried out by Assam authorities. Quoting Supreme Court order which states that eviction is strictly banned for government of every state of India, AKYWA asked Assam government to respect this order. AKYWA which has been for long fighting against illegal action of Assam authorities in Kimin area has urged state government to immediately interfere to bring a solution to this long pending boundary issue. Further association has requested AAPSU, ANSU, ANYA and other likeminded bodies to support in this fight to safeguard every inch of Arunachal.
ROING, Aug 18: The Dam Affected Citizens Committee (DACC and the Dibang Valley district administration constituted Realistic Assessment Committee (RAC) along with several panchayat leaders have disapproved the recent media reports claiming Bhismaknagar in Lower Dibang Valley district as resettlement site supposedly said to have preferred by project affected families under R&R plan for Dibang Multipurpose Project (DMP).
In a joint submission to Chief Minister signed by DACC Secretary Mizu Umpe, Arzoo ZPM Unti Ekru, RAC Member Leeko Elapra and several members of affected families have claimed that no such consent on rehabilitation site has ever reached amongst them.
“The decision for resettlement site has been taken even without informing RAC and the panchayat leaders of the affected areas.”

Idu Indigenous Peoples Council (IIPC), Upper Dibang Valley Idu Welfare Association (UDVIWA) and Middle Dibang Students Union (MDSU) supported AIMSU’s stand in a meeting called by UDVIWA Secretary Eri Tayu held on Tuesday.
Calling for the need for joint effort, IIPC Secretary Tone Mickrow said, “This is our fight for survival and we cannot stand differently on the issue of large dams.”
Committee on Chakma-
ITANAGAR, Aug 18: A committee has been constituted by the Ministry of Home Affairs on Aug 10 to examine various issues relating to resettlement of Chakmas and Hajongs refugees in Arunachal Pradesh and explore possibility of grant of Indian Citizenship to the eligible refugees residing in the state. The Committee has been formed with representatives from Home Minister, state government of Arunachal, Committee for Citizenship Rights of the Chakmas and Hajongs of Arunachal Pradesh and All Arunachal Pradesh Students Union. Deputy Commissioner of Lohit and Changlang are special members of the Committee. This was informed by the Minister of state for Home M. Ramachandran in the Lok Sabha in response to a question by the MP Takam Sanjoy.
Khandu acknowledge bad road conditions
ITANAGAR, Aug 18: Arunachal Pradesh Chief Minister Dorjee Khandu informed the people that the government was aware of the pathetic condition of the capital roads and therefore required fund provision has already been made to PWD and UD for taking up the renovation work.
Khandu said that an amount of Rs. 53 Crores have already been earmarked to UD department for the purpose, and the department has already floated tender for Rs 33.17 crore and rest Rs 23.86 crore is yet to be tendered. The work is slated to start soon subjected to improvement of the weather condition, he reiterated.
He appealed the mass to cooperate with the government and assured that the renovation work which has already been sanctioned would immediately start when the monsoon recedes.
He said that firm which got the tender to execute the work is unable to execute work because of bad weather, he added. He further stated that NH 52A is the lifeline for the people of Arunachal Pradesh and its maintenance is one of the prime agenda of his government.
While periodical renewal for the stretch of road from Banderdewa to Itanagar and from Itanagar to Holongi has already been sanctioned and work has been awarded, estimate for remaining length of road has been submitted to the ministry which is under active consideration, Khandu informed.
He further informed that execution of four lane road of the capital under PM’s package would start soon. (PRO TO CM)
Summer Festival 2010 concludes to come back next year in a bigger edition

It has been the regular phenomenon every year in Arunachal Pradesh that out break of FMD associated with the secondary infection is the normal feature during kharif season known to be transmitted from the plough bullocks brought from Assam for the agricultural operation. Every year, our farmers go down to the foot hills in Assam and procure plough bullocks and transport to their native villages for the hill farming (agricultural operation). Of these plough bullocks some thrieve well and others become weak and manifests the diseases which further transmit to the local cattle and other livestock population. Such has been the story of FMD out break in strategic locations in the epizootic foci points occurring almost every year that turns into furious form and tolls away the local livestock population.

Know about Foot & Mouth Disease cause:
Foot & Mouth Disease (FMD) is highly a contagious disease of the cloven footed animals viz. Mithuns, cattle, goat and pigs caused by a virus belonging to entero viridae family. The disease is clinically characterized by following signs and symptoms:
* High fever
* Vesicular eruptions in the mouth and feet
* Profuse salivation
Etiology:
The FMD is caused by 3 (three) major strains – Type – A, O and C having 22 (twenty
two) different sero-
In general, FMD virus is relatively susceptible to heat but non sensitive to cold temperature. Thus, FMD virus is destroyed by the sun light but persists for pretty long period under the low temperature. These persisting FMD virus multiply rapidly under the favourable environmental conditions and it spreads either through physical contact or through aerosols (Spores in air).
Pathogenesis – The mode of transmission:
In the epizootic areas, the peiodic FMD epizootic out break occurs which sweeps through the livestock population and subsides. This is probably due to the disappearance of the immunity in the livestock population and sudden flaring up of the disease from the small foci of infection.
The transmission of the FMD virus occurs due to bringing of the infected or disease carrier animals. In Arunachal Pradesh, the transmission of the FMD virus is mostly bringing of the ploughing bullocks from Assam especially during cultivation season (Kharif). The disease is also transmitted through transportation of the infected meat for consumption to the locality. The Virus spreads from animal to animal either through physical contact with infected animal or human beings or through inhalation FMD Virus spores in the air (aerosols).
The disease spreads through all the excretions viz. saliva, urine, faeces, seminal fluid and even through milk. However, maximum infectivity occurs when the erupted vesicles in the mouth and feet lesion rupture and discharges vesicular fluids containing maximum FMD Virus concentration.
Clinical Signs:
The main predilection site of the FMD Virus is the epithelial tissues of the mouth
and feet where lesions are developed in the form of vesicular eruptions within 3

The clinical symptoms includes –
* High fever (Hyperthermia)
* Profuse salivation
* Nasal discharge
* Bucal cavity lesions (Mouth lesions)
* Cleft lesions (Feet lesions)
The appearance of the vesicles in the bucal mucosa, tongue and dental pad is within 24 hours of infection which ruptures leading to a raw very painful state to and the animal. After rupture the vesicular fluids discharge attracts the house flies to lay eggs in the nostrils that transform into maggots that perforates into nasal and dental pad. Similarly, the vesicles erupted in the cleft of the feet ruptures leading to lesions in the feet where too the house flies lay eggs that results maggot formation perforating in the cleft.
Under this condition of high febrile state coupled with painful lesions both in the mouth as well as feet leads the animal to remain in move less state. It can not move and browse over the fodder because of it’s lameness and it cannot chew feed or fodder because of it’s painful lesions in the mouth. Thus, the animal remains under starvation which finally results to the death of the animal.
FMD control tips:
* Routine vaccination – The best control measures against the FMD out break is the routine annual vaccination with FMD vaccine.
* Ring / frontier vaccination –The vaccination of entire livestock population in the periphery of 7 Km around disease infected zone to provide a buffer zone of protection to check the further out break in the adjoining area.
* Restricting the animal movement: The animal movements from the infected zone should

FMD management tips:
In the FMD infected animals, the proper management of the diseased animal is of the paramount importance to provide them the comfort, safety and nutrient to save from starvation. The utmost care by the animal owner is essential to save the animal from mortality. Following are the some of the measures to be taken during ailment:
# The local vets or para vets should be consulted for the proper line of treatment or management of the diseased animal
# The infected animal should be secured and tied up in the shaddy areas or in marshy land to provide anaerobic condition to the maggots of the feet lesions and help in curing of the disease.
# The infercted animal should be provided with ad. Libitum water in the tied spot. It should also be provided with delicate fodders nearby tieing spot.
# The severely dehydrated animal should be given greater attention by preparing paste of delicate fodders mixed with common salt and manually offering to the ailing animal. To such animal raw egg or honey should also be provided to give a shooting effect in it’s oral mucosa.
# The animal after partial curing should be given due attention and under the close

The 15th August edition especially Taba Ajum’s article "Silent Prayers of Arunachal" is a morale booster for entire indigenous people of Arunachal Pradesh. We should hail and praise Ajum for his sincere and dedicated work to arise and awake the common people who are still sleeping and unaware of the issues going around. So Taba Ajum is the pride of our indigenous tribal who cares for all.
Regarding construction of dams, I would like to mention here that government has reportedly signed around 130 MOU/ MOA with private developers to construct dams over various rivers of Arunachal. Dam issue has become very sensitive and emotional one with a section of Society supporting it, while another bitterly opposing. Obviously the ministers will be benefited from the hydro projects but we the common poor masses will have to face the bitter consequence of mega dam projects.
Takam Sanjoy who reportedly said those people who oppose the construction of dams to generate electricity are anti nationals, should realize that common masses are under the threat of losing their indigenous properties in case of construction of dams.
No doubt hydro power developers will generate employment avenues but constructions of many mega dams at one go may have severe consequences on ecology. There is growing fear that government of India is using dams as tool to let more outsider migrate into Arunachal, so that they can counter Chinese claim over state by showing population data.
Obviously, we are being made scapegoat by the central government. Just to counter China they are letting hydro power developer to build many dams in state. Also, once electricity is generated from these dams it will serve purpose of big malls, shopping complex, offices and residential complex of metropolitan cities. For each dam around 45,000 workers are needed and of this around 40,000 will be outsiders. When 130 dams will be implemented, it will be a totally scary, horrible situation. Arunachal will turn out to be a mini Bangladesh, Bihar, Bengal or Assam. Our indigenous identity will be totally wiped out in our on land. We will become minority in our own native land and soon our tribal culture will become a fairy tale.
We don't want another Assam like situation where Bangladeshis are dominating the indigenous Assamese people.
We don't like Mpen and Diyun like situation where refugees have turned out to be majority. Lets Awake ! Wake up before it is too late.

I would like to draw the attention of the public and authorities concerned about
the unsavoury incident, which is a matter of resentment for me and all those who
believe in democracy. I have been operating a light vehicle’s ticket counter in the
proximity of Char-
All the public of Lohit and Anjaw had appreciated for the service provided by me. I met the DC and apprised him that I was in possession of a license to operate the ticket counter. Since no land advisory board meeting was held in the past more than ten years, no land was allotted to any of the citizens within this period. Obviously no counter operators were in possession of LPC for this specified purpose. The DC assured that he would look into the matter.
Unfortunately against my anticipation, on 30th July, the police demolished my counter at the behest of a person representing the Tezu Bazar Committee, who wanted to settle personal scores with me. The counter was the sole means of my livelihood. I am aggrieved with this utter failure of the district administration to deliver justice to me. It seems, it’s playing pawn to some people wielding power, who are bent to act despotically. I don’t understand why only the existence of my counter spoils the beauty of the town? If they really want to beautify the town, why don’t they demolish or displace all the other ghumtis existent in every nook & corner of the town? Why don’t they remove the garbage and filth scattered all around the fish and meat market, which is proving hazardous for the health of citizens?
However, this incident would not discourage me to fight for my cause. I know that
I am doing nothing wrong and I will pursue this matter. Though it’s difficult to

In view of the recent serious breach of law, order and tranquility in the Arunachal –Assam boundary at Charaipung in Sivasagar District, the only way out is not any show of police muscle power but to vigorously try to bring the tense situation to normal by holding talks among both Arunachal and Assam administration involving the locals with an aim to demarcate the boundary between the two states.

Minister of PWD and UD cum President of APCC Nabam Tuki who addressed the rally spoke how the Indian National Congress had played s major role for the Indian Independence.

The 68th anniversary of Quit India movement was celebrated by the Congress workers of Pangin Block in a befitting manner at Pangin on Aug 14. The Congress workers also took out a procession both in Pangin and Boleng to mark the occasion. The celebration was organized to commemorate the 125th year of Indian National Congress.
Local MLA and Deputy Speaker of the Arunachal Pradesh Legislative Assembly Tapang Taloh participated in it and recalled the vital role played by Mahatma Gandhi during Quit India movement.
While citing Gandhiji’s main weapons of freedom movement – Ahimsa and satyagraha, Taloh said Gandhiji with his determination and inspiring speech succeeded to involve all the people of the nation in Quit India Movement.

At Koloriang in Kurung Kumey district, the Quit India Movement was also celebrated by the Congress workers at Community Hall on Aug 14. The celebration organized jointly by BCC and DCC to mark the 125th year of INC was attended by senior citizens and general public.
Cane and Bamboo Handicraft training
ITANAGAR, Aug 18: The 30 days Skill Development Programme on Cane and Bamboo Handicraft organized by Rural Development and Heritage Society held at Sangram concluded recently.
Altogether, 27 beneficiaries from 10 villages of Sangram circle took part in the programme.
Speaking on the valedictory function as Chief Guest DRDA Project Director Kurung Kumey District Taring Saha highlighted about the responsibilities of the society to help the poor women of rural areas. He advised the trainees to attend such training for skill development and also advised the framers to take up Agriculture and Horticulture activities in the area.
He assured possible help to the farmers club and Self Help Groups and directs the Circle Officer to recommend SHG for the SGSY Scheme.
Guest of Honour, ZPM Sangram Tai Papang appreciated the Society for organizing the training programme in the area for the benefits of the local people and encourage the people to buy local products instead of buying them from outside state.
She also assured help the local artisans for availing government schemes.
Local MLA Bamang Felix appreciated NABARD, Itanagar for sponsoring the training programme and assures to send the local artisan to other state for exhibition by seeing their artistic talent in near future.
CO T Riba and Chairman RDHS Tamchi Niania also appreciated National Bank for Agriculture and Rural Development (NABARD) for sponsoring the training programme and appealed them to conduct such training in other circles also.

ICYA demands more fund for state Capital
ITANAGAR, Aug 18: Itanagar Constituency Youth Association (ICYA) has appealed the state Govt for separate fund provision of Rs 100 crore for maintenance of public property in the Capital Complex. The fund should be allocated on population basis, the Association said while justifying that the State Capital being a highest tax paying segment with high density of population deserves lion’s share of fund for development activities.
Meanwhile, the Association also demanded adequate fund provision under the AOP for maintenance of capital roads and improvement of public utility service like construction of pay toilet in the Capital townships.
36 Bn CRPF distribute sewing machines
ITANAGAR, Aug 18: The 36th Battalion of the Central Reserve Police Force (CRPF )

Programme-
Taking part in the function Sanand Kamal Commandant 36 Bn CRPF gave away six sewing machines with all accessories to the poor women in the insurgency affected areas which shall help uplift the poorest from the bleak situations they live by earning from stitching. While speaking in the occasion, he urged the gathering to keep pace with the CRPF by enhancing force for further development in the district.
Kamal has said similar programmes will also be held at Jedua Village on Aug 20 and at Khonsa in the coming days. He also stated that besides distribution of sewing machines, a training session is also being arranged in the three places to make the beneficiaries perfect. He revealed that in addition to this, study materials will be issued in coming days.
In July, 36 Bn, CRPF organized a Good Will foot ball tournament at Nehru Stadium, khonsa, District Tirap (ACP) in which eight teams comprising 120 players participated hailing from different villages of Tirap.

ITANAGAR, Aug 18: All Papum Poma Students Union (APPSU) has strongly condemned the behaviour of those Assamese citizens residing along the Arunachal boundary. APPSU claim that people from Assam has been creating trouble by threatening Arunachalee residents of Holongi area under Balijan circle using illegal arms. These miscreants roam freely in border areas carrying illegal arms and often torture Arunachalee citizens without any provocation claimed APPSU. Union has urged both Assam and Arunachal government to arrest such miscreants and not let them disturb peace along the boundary.
